1.0 THE SITE - 1.1 The site is the Lena Quayle Temple, Hutchinson Square, Douglas.
2.0 THE PROPOSAL - 2.1 The proposed is replacing the roof with composite cladding (excluding the lower roof) and re-render the building with smooth render.
3.0 PLANNING HISTORY - 3.1 Additional use of community hall as a dance studio was APPROVED under PA 21/00794/C.
4.0 PLANNING POLICY Site Specific - 4.1 The site is within an area designated as Predominantly Residential in the Area Plan for the East. - 4.2 The site is next to the Selborne Drive Conservation Area. Strategic Policy - 4.3 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application:

6.0 REPRESENTATIONS - 6.1 Douglas Borough Council does not object to this application (24.03.2023). - 6.2 DoI Highway Services states there is no highway interest in this application (22.03.2023).
7.0 ASSESSMENT Elements of Assessment - 7.1 The key considerations in the determination of this application is its impact on the character and streetscene of the area. Character and Appearance - 7.2 The proposed cladding while seem more contemporary, will not be readily visible to the public. Therefore, it is considered to have a neutral impact on the character of the area. - 7.3 The rendering in the wider is rough cast, however the proposed smooth render is not considered to impact on the on the building or on the wider character of the area to such a degree to warrant refusal. - 7.4 While the building is close to a conservation area, it is not considered to impact important view into or out of the area.
8.0 CONCLUSION - 8.1 The proposal is considered to comply with General Policy 2 and Environment Policy 36 the Strategic Plan. Therefore, it is recommended for an approval.
