General Policy 2
General Policy 2 of the Isle of Man Strategic Plan 2016 is materially relevant, particularly criterion (f). The policy applies to development in the countryside outside designated areas. The officer assessed the tree removal as acceptable given no forestry objection and imposition of a replacement planting condition to mitigate biodiversity impacts, finding full compliance.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Single dwelling restriction
This approval relates to the extension and alterations of the existing property creating a larger property which may only be used as a single dwelling house, including those uses appertaining to dwellinghouses as set out in the Town and Country Planning (Permitted Development and Change of Use) (Development) (No.2) Order 2019 or any Order superseding this. Reason: to control the creation of unauthorised dwellings in areas not designated for development.
Garage use restriction
The garage accommodation may be used only for the storage of vehicles or domestic items associated with the occupation of Borodaill as defined in red in the application and may not be altered or used other than as shown in the submitted drawings. Reason: to protect the amenities of the countryside.
Tree planting specification
Within one month of removing either one of trees, a planting specification for two trees shall be submitted to the Department and approved in writing. The plan should include the size, species and positions of two trees. All planting in the approved planting scheme must be carried out in the first planting and seeding seasons following the removal of either one of the trees. Within five years from the date the planting specification is approved, either or both trees dies, are removed or become seriously damaged or diseased shall be replaced by a similar species, of a size to be first approved in writing by the Department, during the next planting season or in accordance with a programme of replacement to be agreed in writing with the Department.

Montbretia is a Wildlife Act 1990 Schedule 8 invasive non-native plant species.; It is an offence to plant or otherwise cause to grow in the wild any plants listed in Part II of Schedule 8.; we request that a condition is secured for no tree removal to take place unless a montbretia avoidance and eradication plan has been submitted to Planning for written approval.; As 2 trees are to be removed, we also request that a native re-planting condition is secured to ensure that there is no net loss for biodiversity on site.
