The proposals would convert the garage into additional living accommodation and erect a replacement rear extension. The site parking demand would be unchanged. There are 2 site accesses, one is served by dropped kerbs across the full width of the dwelling, and the second is to the side of the dwelling adjacent to the boundary with property no. 19 Cronk Y Berry and also has dropped kerbs. There is a low boundary wall between the 2 accesses. The existing garage is 3.6m wide and between 4.4m and 5m in length (due to boiler and cylinder) with a 2.6m wide garage door. The 'Manual for Manx Roads' design guide specifies minimum internal dimensions of 3m x 6m with a 2.4m wide door for a single garage. The existing garage space is therefore too small for a large car but can still accommodate a smaller car, and is therefore counted as a parking space that would be lost by the proposals. The existing driveway can accommodate up to 3 cars and would not be altered as part of the development. The loss of the garage space is deemed acceptable as the parking standards in 'The Isle of Man Strategic Plan 2016' require 2 spaces for a dwelling. On this basis the proposal should not create any new highway issues.
