### Officer’s Report

1.0 THE APPLICATION SITE - 1.1 The application site is the residential curtilage of Holmleigh, Kirk Michael a two storey Manx cottage located on the southern side and within the Kirk Michael Conservation Area. The property is situated along the main road running through the village. The existing property fronts directly on to the road. - 1.2 On the front elevation the dwelling has a typical cottage arrangement with two windows either side of the front door and three windows vertically proportioned above. These windows are upvc, non-traditional, top opening casements. - 1.3 The existing front door is a non-traditional timber door with a solid base and glazing above. The glazing has glazing bars and a glazed arch.

2.0 THE PROPOSAL - 2.1 The current planning application seeks approval for the replacement of the existing front door with a new UPVC/composite door with a small top glazing pane. The door is to be finished in chartwell green.

3.0 PLANNING HISTORY - 3.1 PA 18/00148/LAW Installation of replacement windows and erection of a rear porch APPROVED.

4.0 PLANNING POLICY Kirk Michael Local Plan 1994 - Land-use Designation 'Predominantly Residential' Kick Michael Conservation Area 2006

The following policies are particularly relevant to this proposal:- Isle of Man Strategic Plan 2016:

General Policy 2 (GP2) - Development in accordance with land-use designation Environment Policy 35 (EP35) - Preserve or enhance character of Conservation Area

## - 5.0 REPRESENTATIONS

5.1 Michael Parish Commissioners requested a deferral on 23/05/2018. The Commissioners confirmed on the 14/06/2018 that they had no objections to the application. - 5.2 The Department of Infrastructure were not consulted on the application. - 5.3 A representative of IOM Victorian Society commented on the application on 29/05/2018, why they a pleased to see the existing inappropriate door being replaced they state that the proposed door is the wrong type for this property, especially given its prominent location on the main road and within the Conservation Area. Why a composite is acceptable, the design should either be a 4 panel (Victorian) or 6 panel (Georgian) solid door.

## - 6.0 ASSESSMENT

6.1 Windows and doors are often the most important element in any façade and can often help gauge the age and/or purpose of a building. In the case of this application, the existing windows and front door of the dwelling are not original and have been subject to inappropriate replacement, likely prior to the designation of the Conservation Area in 2006. Nonetheless, as existing, neither the windows nor the front door positively contribute to the character of the Conservation Area. - 6.2 It's considered in this particular instance that the removal and replacement of the front door with a new composite/upvc door will likely have a negligible impact on the existing

arrangement and appearance of the dwelling and will have a negligible impact on the overall character of the Conservation Area.

## - 7.0 CONCLUSION

7.1 Overall, it is concluded that the proposal complies with relevant policies of the Isle of Man Strategic Plan 2016 and is recommended for approval. - 8.0 INTERESTED PERSON STATUS

8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:

- (a) The applicant, or if there is one, the applicant's agent;
- (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
- (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material
- (d) Highway Services Division of Department of Infrastructure and
- (e) The local authority in whose district the land the subject of the application is situated. 8.2 The decision maker must determine:

- o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and
- o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
