1.1 The application site is the residential curtilage of 2 Cardle cottages, Corony, Ramsey a two storey semi-detached dwellinghouse located to the north of the Highway.

1.2 To the rear of the application site is a conservatory with a glazed roof projecting out into the rear garden. The conservatory measurers 4.0m deep x 3.7m wide x 3.0m high. The roof here is hipped. THE PROPOSAL - 2.1 Proposed is the reroofing of the conservatory, which would see the removal of the glazed roof and replace with a grey Metrotile lightweight roof tile to match the dwellinghouse. PLANNING HISTORY - 3.1 The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application. DEVELOPMENT PLAN POLICIES - 4.1 In terms of local plan policy, the site lies within an area designated as white land or open countryside and in an Area of High Landscape or Coastal Value and Scenic Significance in the Isle of Man Development Scheme (Development Plan) Order 1982.

4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains one policy that is considered materially relevant to the assessment of this current planning application. As the site is not zoned for development, General Policy 3 would be applicable, however the proposal is to works to an existing residential property, as such it is pertinent to consider: - 4.3 Environment Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:

- (a) the development would not harm the character and quality of the landscape; or
- (b) the location for the development is essential."

REPRESENTATIONS

5.1 Garff Parish Commissioners do not object (23/04/18) ASSESSMENT - 6.1 The fundamental issues to consider in the assessment of this planning application are; (i) the impact of the proposed development on the character and appearance of the existing dwelling, (ii) the impact of the proposal on the surrounding area and countryside.

6.2 As the proposed conservatory roof tiles would match the existing roof tiles of the main dwelling it is considered that the development would be an enhancement to the existing property by providing a uniform appearance throughout. - 6.3 The location of the conservatory on the rear elevation and the two storey nature of the dwelling house ensures the rear cannot be seen, any glimpsing views from the sides when travelling along the highways would be set against the backdrop of existing residential property. The re-roofing would be considered acceptable form of development within the surrounding area. - 6.4 It is considered that the replacement conservatory roof with tiles to match the existing dwelling would be a relatively modest alteration to the property which would not adversely

affect the character and quality of the landscape and is compliant with Environmental Policy 2 of the IOM Strategic Plan.

RECOMMENDATION

7.1 Overall, it is concluded that the planning application is in accordance with aforementioned General Policies of the Isle of Man Strategic Plan 2016 and is recommended for approval. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 (Article 6(4), the following persons are automatically interested persons:

- (a) The applicant, or if there is one, the applicant's agent;
- (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
- (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material
- (d) Highway Services Division of Department of Infrastructure and
- (e) The local authority in whose district the land the subject of the application is situated. 8.2 The decision-maker must determine:

- o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and
- o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
