I write to make representation regarding the above planning application (22/00167/B).

I am a director and shareholder of Ballashamrock Farm Ltd which owns the land associated with Balnahow Farm, purchased from the estate of the late in September, 2016. As stated in the applications support document, we also farm the land at Southampton, Ballashamrock, Lhergy and Ballakelly Farms, all of which are farmed under tenanted agreements, and are not owned by Ballashamrock Farm Ltd.

I was contacted by Sarah Corlett of “TOWN PLANNNG CONSULTANCY” a Copy of the letter is attached to this email, and our response was as follows:-

“Dear Sarah

Thank you for your letter dated 04/10/21 regarding the intent to make an application for removal of the planning conditions currently applicable to Hillcrest, Balnahow Farm.

Subsequent to the dwellings being built at both Southampton Farm and Ballashamrock Farm, we have expanded the farm size considerably with the purchase of the majority of the land associated with Balnahow Farm. If any housing with an agricultural occupancy tie applicable to it were to become available within the area, we would consider our options available at that time.

Although neither for or against the proposed variations, I would not like to prejudice any future application or possible needs for the use of a tied dwelling in the vicinity by not making a representation (as stated in my response above) to this application.

I am working with Redacted of Hillcrest, Balnahow on the preparation of a planning application for the removal of the conditions applied to their property in 1973 which require that the property is occupied by persons engaged in agriculture and that the property remains associated with the farm holding.

The Department of Environment, Food and Agriculture will need to be satisfied that there is no longer a need for the property in agricultural terms and it would be helpful to know whether those who farm the adjacent land are or would be likely in the immediate future, to need an agricultural dwelling in association with those holdings. As we understand it, Southampton, Oatlands and Ballashamrock Farms all have dwellings associated with them which satisfy the need for on-site farm workers' accommodation but confirmation of this would be useful.

It would be very helpful if you could advise on the above either by letter addressed to me at the address below, or, if it is easier, by e-mail - planning@sarahcorlett.com.
