The alterations proposed include the creation of an integral garage and extension of the hardstanding driveway to the front of the house.

Manual for Manx Roads specifies the garage required measurements as 6.0m x 3.0m width door width of 2.4m. From scaled of measuring of the plans provided, the garage appears to be falling short of these dimensions at 5.8m x 2.75m with a door width of 2.15m. Allowing for measurement inaccuracy, the dimensions provided are sufficient enough for the parking of a smaller car, and there is no room for expansion of the garage to reach the required dimensions. The garage is sufficient in size to provide parking for one vehicle, and with the expansion of the driveway, the Strategic Plan minimum requirement of two parking spaces has been met.

Separate storage for bicycles in a secure and cover location should be considered, along with the provision of an electric vehicle charging point to support the islands sustainable transport goals.

The dwelling is located within a residential area subject to a 20mph speed limit, with shared pedestrian an vehicle paved areas. As such vehicle speeds are expected to be low. There are no obstructions across the frontages of neighbouring properties and the parking area to the right on exit can be seen. Visibility from the altered driveway is sufficient for the vehicle speeds and movements expected in the area.

The alteration to the highway, in the form of dropping kerbs and widening an access, will require a Section 109(A) highway Agreement to be made post planning consent.

The applicant/agent has made reference to a channel drain to be connected to the storm water system on site. The provision of run off / surface water drainage to prevent water from flowing out onto or damaging the public road will need to be agreed with Highway Services Drainage Team. Similarly, on construction of the vehicular access, the existing road drainage must either be retained or an effective alternative scheme provided at the Applicant’s / Developer’s expense on a satisfactory arrangement being drawn up and agreed with the Highway Services’ Drainage team.

The proposal raises no significant road safety or highway network efficiency issues. Accordingly, Highway Services Development Control raises no objection to the proposal subject to all access arrangements to accord

to drawing No.01 Rev 4. The Applicant is advised that a S109(A) Highway Agreement is needed after the grant of planning consent.
