The visibility splays provided with this proposal appear to be drawn incorrectly. An x-distance of 2.4m is required for the visibility splays, however, the length of the X-distance used is not labelled. Additionally, the xdistance appears to be taken from the centre of the carriageway rather than the edge of the carriageway. A ydistance of 43m is appropriate for a road subject to 30mph. But, the full extent of the visibility from an access should be provided, rather than meeting the minimum requirement. Guidance on drawing visibility splays can be found in the document ‘Making a Planning Application - A Guide for Applicants: Supplementary Guidance on Highways Issues’.

The proposed width of the new access is acceptable. No gates have been shown to be included, but if there are to be, these should open inwards. If visibility is required along the boundary wall, it should not exceed a height of 1.05m. The alteration to the highway, by extending an access and dropping kerbs, will require a Section 109(A) Highway Agreement to be complete post planning consent.

Despite the visibility splays being drawn incorrectly, an acceptable level of visibility appears to be achievable. Therefore, the proposal raises no significant road safety or highway network efficiency issues. Accordingly, Highway Services raise no opposition to the proposal subject to all vehicular access arrangements to accord with drawing No. 1909-13. An advisory for a S109(A) Highway Agreement to apply too.
