##### 02 Introduction

Ile Stanley Terrace is a domestic dwelling, the ground floor was previously a shop. The ground floor elevation onto the street is a single glazed, timber shop front. This is now in a state of disrepair. The lower quader of the timber window frames and timber surround to the opening show signs of extensive sections of robin timber (including the turned timber bases to the mullions).

This application seeks permission to replace the existing single glazed timber frames and linings, replacing these with double glazed frames and linings in Accoya timber to match the appearance of the originals.

##### 03 Description · Appearance · Scale

The replacement windows will respect the proportion, form, and appearance of the existing windows, whilst incorporating double glazed units and insulated timber panels in order to improve the thermal efficiency of the property. The replacement windows and linings will be undertaken in a way that is sympathetic to its age and construction.

The timber arches and mullions (not turned bases) are to be replicated this for like, accommodating double glazed units. The obscured bottom panel of glass are to be replaced with insulated timber panels to match in with the new Accoya frames.

A new cill will be incorporated in order to improve the weatherproofing of the windows, preventing water from sitting at the base of the windows, which has caused the bottom rails and base of the original mullions to rot.

The existing door will be replaced with a traditional timber 4 panel door, incorporating additional security measures.

##### 04 Planning Policy

The proposal is in line with the following planning policies of the Strategic Plan 2018.

**General Policy 2:**

*"Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with the other policies of the Strategic Plan will normally be permitted, provided that the development:

- (i) respects the site and surroundings in terms of the siting, layout, scale, form, design, and landscaping of buildings and the spaces around them;*
- (ii) does not affect adversely the character of the surrounding landscape or townscape;*
- (iii) does not affect adversely the amenity of local residents or the character of the locality;*
- (iv) is designed having due regard to best practice in reducing energy consumption."*

**Environmental Policy 23:**

*"When considering alterations and improvements to existing facilities, the Department will require that consideration be given to the potential adverse impact of the proposed changes to existing neighbours."*

In line with General Policy 2 and Environment Policy 23, the proposed replacements will not have any adverse impact on neighbouring properties. Instead, the sensitive intervention will serve to preserve and enhance the local townscape. The introduction of double glazed units and insulated timber panels follows best practice in reducing energy consumption whilst considering the needs of the historic structure.

**Environment Policy 34:**

*"In the maintenance, alteration or extension of pre-1920 buildings, the use of traditional materials will be preferred."*

The replacement windows will replicate the original form, constructed in the traditional manner using timber.

**Environment Policy 35:**

*"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."*

The proposals aim to improve the thermal performance of the building by installing double glazing and insulated panels. The new windows and linings will enhance the street scene by constructing in timber using traditional methods, preserving the existing appearance.
