In pursuance of powers granted under the above Act and Order the Department of Infrastructure has under application reference 13/00807/D, given EXPRESS CONSENT to Heron \& Brearley, for the Erection of signage at Shop 1 Quines Corner Douglas Isle Of Man IM1 4LF subject to compliance with the following condition(s):

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
2. The advertisements hereby permitted shall not be carried out except in full accordance with the following plans: Drawing Numbers 1316-QC-100 (site location plan) and 1316-QC-201 received on 09 July 2013 only.

NOTE No approval is hereby granted or implied to any other developments (including the replacement of tiles as shown on the submitted drawings) as part of this application which is submitted under the Control of Advertisements Regulations 2005.

### Guidance Note

This decision was made by a Senior Planning Officer in accordance with the authority delegated to them. This permission refers only to that required under the Control of Advertisements Regulations 2005. Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

Please note that in accordance with the Town and Country Planning (Appeal Fees) Order 2013, Article 4(b), any appeal lodged must be supported by the appropriate fee in order to validate the appeal.

Whichever is the later.

If no appeal is lodged within 21 days of the date of issue overleaf, and this decision becomes final, the Department's public reference copy (counter copy) of the planning application may be collected by the applicant or their agent from Murray House.

Please note that if the counter copy of the application is not collected within THIRTY DAYS following the last date on which a planning appeal can be made it will be destroyed without further notice.

## Officer's Report

### The Application Site

1. The application site is No. 1 Quine's Corner, Douglas. The site comprises an empty shop situated on the corner of Quine's Corner and the North Quay.
2. The site is within the Douglas North Quay Conservation Area.

### The Proposal

3. The application seeks advertisement consent for new signage in conjunction with the proposed use of the premises as additional floor space accommodation for the Bridge Inn immediately next door. That proposal is currently the subject of a planning application for a change of use of the premises (13/00806/C). The planning application is currently undetermined pending additional information on sound insulation in the floor in order that the impact of the use on the residential units above can be properly assessed.

### Planning History

4. 13/00806/C – the Planning Authority is currently considering an application for change of use of the premises to provide additional floor space accommodation for the Bridge Inn immediately next door.
5. The site has no other relevant planning history.

### Planning Policy

6. The Douglas Local Plan 1998 identifies the site and immediate surroundings as being in mixed use.
7. General Policy 6 of the Isle of Man Strategic Plan 2007 is relevant:

'Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;

(b) are in keeping with and do not detract from the surrounding area; and
(c) are located so as not to cause a highway safety hazard.'

## Representations

8. Douglas Borough Council - no response to date.
9. Highways Division - no objection.

### Assessment

10. The proposed signage would match the corporate branding of the Bridge Inn next door and is of a smart and tasteful design. It would arguably be an improvement over the existing dated signage. It is considered that the proposal would enhance local amenity and there is no evidence that it would be detrimental to public safety.

### Recommendation

11. It is recommended that approval is granted.

### Party Status

12. The Local Authority, Douglas Borough Council, is by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(d) granted Interested Party Status.
13. The Highways Division is part of the Department of Infrastructure and not an Interested Party.
