## D01 - Statement

### The proposal is for the provision of a single two person holiday cabin.

This application is submitted in response to the need for diversiﬁcation in the farming sector in order to sustain the viability of the existing farm.

In respect of General Policy 2 of the 2016 Strategic plan the proposal is -

- (a) is in accordance with the design brief in the Area Plan where there is such a brief; No relevant design brief.
- (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; The proposal sits within an established group of farm buildings and is designed to reﬂect existing building forms, scale and materials.
- (c) does not a ect adversely the character of the surrounding landscape or townscape; The proposal respects the character of the surrounding landscape in that it is integrated into the existing building group.
- (d) does not adversely a ect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; There would be no adverse a ects on local habitats and there is no water course within 100m.
- (e) does not a ect adversely public views of the sea; There are no public views of the sea from this site.
- (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; Existing topography is retained.
- (g) does not a ect adversely the amenity of local residents or the character of the locality; There is no adverse a ect on the amenity of local residents. The nearest residence is in excess of 100m from the site.
- (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; Amenities would be provided in accordance with the requirements of the QUALITY STANDARDS, Guest Accommodation, Department for Enterprise.
- (i) does not have an unacceptable e ect on road safety or tra ic ﬂows on the local highways; There will be slight increase in tra ic over that which currently uses the farm access from the Bernahara Road.
- (j) can be provided with all necessary services; All necessary services are within easy reach of the site.

- (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; The proposed site does not a ect the use of any agricultural land.
- (l) is not on contaminated land or subject to unreasonable risk of erosion or ﬂooding; The site is not contaminated nor in an area subject to erosion or ﬂooding.
- (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; The proposed building will comply with all relevant Building Regulations re personal safety.
- (n) is designed having due regard to best practice in reducing energy consumption; The cabin would feature the provision of an air source heatpump.

### DfE

Discussion with Angela from the DfE on the 6th of January 2026 determined that this provision would be in accord with the current requirements if developed to a minimum of 4 star quality.

### Strategic Policy 8:

Tourist development proposals will generally be permitted where they make use of existing built fabric of interest and quality, where they do not a ect adversely environmental, agricultural, or highway interests and where they enable enjoyment of our natural and manmade attractions.

Whereas the proposal does not use make use of existing built fabric it sits within an existing established farm grouping, reﬂecting the scale and materials of the adjacent buildings. As described in the response to General Policy 2, the proposal would not adversely a ect environmental, agricultural or highway interests.

The proposed location of the cabin a ords excellent views over the northern plain, south to Snaefell and adjacent hills. The aspect to the West providing views of the sunset.

### Trees

Works to, and protection of, trees will be in accordance with BS5837.
