RE: PA 26/10042/AIR - Information in relation to Condition 10 of PA 24/00055/B detailing external lighting, Land Adjacent To Castle View Nursing Home, Glenfaba Rise And Peel Golf Course, Peel

The Ecosystem Policy Team is not content with the submitted information. However, due to the wording of condition 10, we do not know how much information we are justified in requesting.

The Ecosystem Policy Team requested a condition on approval for “No works to commence until a sensitive low level lighting plan, following best practise as detailed in the Bat Conservation Trust and Institute of Lighting Professionals Guidance Note 8/23 on Bats and Artificial Lighting (2023), has been submitted to Planning and approved in writing. All works must then be undertaken in full accordance with this plan”. However, the condition on approval was for “No external lighting may be introduced until a lighting scheme has been approved by the Department which demonstrates that lighting will be directed away from the perimeter hedging and the development must be undertaken in accordance with these approved details and the lighting retained as such thereafter”. To be satisfied with the lighting plans, at the very least we would like to with a maximum lighting temperature of 2,700k deployed across the site to avoid impacts on bats and other nocturnal wildlife. From correspondence with Manx Utilities regarding other projects, we are aware that their standard lighting columns are compatible with warmer 2,700k bulbs. Using warmer lighting, less than 3000k, helps to avoid light pollution and will also help to protect the island’s dark skies.

Generally speaking we are content with the locations of the lighting columns as these are located away from boundary hedges. However, Part 4 of the lighting includes the installation of lighting columns along a footpath in the north-west of the site which runs through an area that is to be planted with trees. There is also to be lighting directly on to the boundary hedges in the north west of the site, in the below location. 2,700k temperature lighting, back shielded lighting columns and use of features such as PIRs and timers is especially recommended in these areas to avoid impacts on boundary hedges and trees.
