Good a ernoon, Mike, Thank you for your email. The folder initially appeared empty; however, I have now obtained the relevant documents for PA 25/10136/AIR, which I have attached for confirmation and clarity. Regarding the surface water management proposals, as these drainage arrangements are not intended to form part of the public drainage infrastructure, Manx Utilities can only provide advisory comments and cannot require their implementation on private systems

-  A management company will be established and be owned wholly by the occupants of the properties at the site. This will be included in their deed of purchase by covenant. Management companies can be difficult to keep established post development.
-  The maintenance and management of the S/W drains subject to the non-adoption by Manx utilities includes SWMH 01 – 03 Set in the front garden of the properties at plots 7, 6, 5 and 1. Accepted
-  These manholes SWMH 01 to 03 will be inspected on a 4-month basis to ensure their cleanliness, be free from debris and to maintain operation capacity. Their location at the front of properties enables easy access should it be required. Accepted
-  With reference to Catch pit chamber B - - Plot 3, A similar regular inspection regime will be in place on a 4 monthly basis, to ensure their cleanliness, be free from debris and to maintain operation capacity. Inspected by owner plot 3 or management company contractor?
-  Due to the land drains being laid in accordance with the design regulations including a geotextile membrane to restrict fines entering the drain, it is not anticipated that debris / silt built up would occur. Accepted
-  The design of the pit would be that it would be shallow to allow easy access for maintenance by hand. A 2m wide access route is to be included in the property deeds to the Catch pit if required for remedial works by mechanical means. SWMH03 is approx. 2.73m deep, It is recommended that any access route is increased to 3m. Also, how shallow is the pit(?) unsure what pit actually refers to, MH’s or soakaway. Who will inspect soakaways construction?
-  Outside the site and with reference to Catch Pit Chamber A, The MER have confirmed that the inspection of this item would be included in their routine infrastructure inspections. These occur on a 2-weekly basis in the “running season” March to October. Agreed if MER will take responsibility.
-  In the non-running season infrastructure, I inspected periodically, and at or immediately after a weather event, such as a storm. This would include tress / debris as well as the drainage infrastructure. Unsure if these inspections refer to the MER.

Additional Manx Utilities comments ;The diameter and capacity of the proposed surface water drainage from Plot 7 , 6, 5 – 1 has not been checked by MU. The sizing and positioning of any drainage channels (Acco Channels) in front of each driveway and/or dwelling have not been checked by MU.
