17th October 2025 CellPave HD Pathway – Statement of Case

In December 2020, an application for planning permission (20/01394/B) to install a grasscrete road and path through Nobles Park was approved. The application showed the installation of approximately 400 meters of grasscrete in order to form a permanent roadway and footpath mainly for use during TT and MGP / CTT. As the scheme has not yet commenced, planning permission expired in 2024.

The Department have since revisited the scheme and are proposing to install 105 meters of CellPave HD to be utilised as a permanent footpath adjacent to the TT Hospitality Unit. CellPave HD has been proposed as opposed to grasscrete due to it being more environmentally friendly. It is a product made of 100% recycled plastic that allows grass to grow between the grids whilst still being durable and hardwearing.

Currently, a temporary footpath gets installed for both TT and MGP / CTT. Installing a permanent footpath would improve the aesthetics of the area during the events, reduce trip hazards (as the temporary footpath mats often form ridges or curl up), improve the visitor experience as it would reduce the amount of standing water on the footpath and it would also prevent the environmental damage done to the ground each year by having a 4.8m wide temporary pathway in place for so long. Outside of the events, a permanent footpath would create a hard pathway allowing wheelchair users and push chairs better access into the park.
