Project: Waste Transfer Station Improvement Works Location: Ballacottier Operational Service Centre, Isle of Man Prepared by: Padraig Keig – Douglas City Council Date: 18.11.2025 Reference: 24/91042/B – Condition No.4

- 1. Introduction

This Tree Protection Plan (TPP) has been prepared to satisfy the planning condition requiring submission of a scheme for the protection of existing trees in proximity to the proposed Waste Transfer Station Improvement project.

The Plan sets out measures in accordance with BS5837:2012 – Trees in Relation to Design, Demolition and Construction – Recommendations, to ensure that retained trees are adequately protected during the course of construction.

- 2. Tree Survey Summary

A tree survey was undertaken to identify and assess trees adjacent to the site boundary.

- T3

Beech (Fagus sylvatica) North-west boundary (outside site) 350 10-15 Good B1 4.0 All trees are located just outside the construction site boundary, and are to be retained and protected throughout the works.

3. Root Protection Areas (RPA)

The RPA defines the minimum area around each tree that must be protected to avoid damage to roots or rooting environment.

In accordance with BS5837, the RPA is represented as a radius from the tree trunk and must be maintained free from excavation, construction activity, and material storage.

No works are proposed within the RPAs of the trees listed above.

4. Tree Protection Fencing

- 4.1 Specification

Protective barriers shall be installed prior to commencement of any site works (including site clearance, soil stripping, or machinery access). The fencing shall:

-  Comply with BS5837:2012 Figure 2 specification – a 2.0 m high weldmesh fencing securely attached to scaffold framework.
-  Be supported by a scaffold frame comprising vertical and horizontal tubes, braced to resist impacts.
-  Remain in place and undisturbed for the duration of the works.

- 4.2 Location

The protective fencing shall be erected along the inside edge of the site boundary, ensuring full exclusion of the RPAs of trees T1–T3. The attached drawing E&R.23.069.1004B shows:

-  The site boundary and construction area
-  The positions of T1–T3
-  The location of protective fencing and construction exclusion zone

- 5. Ground Protection

If temporary access is required within 1 metre of the protective fencing, ground protection measures will be used to avoid soil compaction, consisting of:

-  Timber or proprietary ground protection boards, laid over a compressible layer and geotextile membrane;
-  No-dig temporary surfacing permitted only with arboricultural supervision.

- 6. Prohibited Activities within Protection Zones

Within the tree protection zones, the following activities are strictly prohibited:

-  Excavation or soil stripping
-  Storage of materials, plant, or waste
-  Discharge of cement washout or other contaminants
-  Lighting of fires or use of machinery producing exhaust heat
-  Changes to soil levels or drainage patterns

- 7. Monitoring and Supervision

-  The appointed Site Manager shall ensure tree protection fencing is installed before works commence and remains in place until completion.
-  Any required access or temporary encroachment must be agreed in writing with Douglas City Council’s Senior Arborist before proceeding.
-  Periodic inspections of tree protection measures will be carried out by the Douglas City Council’s Senior Arborist, and records retained for submission to Planning if required.

- 8. Completion

Upon completion of the works and removal of the protective fencing, a final inspection will be undertaken to confirm that all retained trees remain in satisfactory condition.

- 9. Appendices

 Appendix A: Tree Protection Plan Drawing (E&R.23.069.1004B)
