The reasons given in the appeal are not valid. The poles will have a detrimental visual impact.

Barrule Park was designed to be an open plan residential area, with open gardens from the properties to the pavement and roads. In fact the deeds of my property includes the stipulation “To use the portion of the Scheduled Property between the building line and the said road as an ornamental garden only and not su er any tree, plant or shrub to grow therein to such a height or such a manner as to obstruct the view to be otherwise obtained from the ground ﬂoor windows of the adjoining private dwellings …” . I accept that the poles and the associated suspended cables are not plants, however the principle of keeping the visual appeal unobstructed is the same.

The comparison to the Ballamillighyn estate is not reasonable. Ballamillighyn is situated in an isolated rural area, whereas Barrule Park, consisting of ﬁfty-one properties, is a wellestablished residential area incorporated within Ramsey town. Electricity and telephone cabling are distributed to all the properties via underground cabling. All but ﬁve properties have access to the ﬁbre network, while the properties immediately opposite them (across the other side of the road), have the beneﬁt of underground ﬁbre. The properties in Claughbane Drive (30-40 even), a similar cul-de-sac adjacent to and with footpath access to the cul-de-sac of the ﬁve properties a ected in Barrule Park, all appear to have underground ﬁbre connections. The ﬁve Barrule properties are not in a hard-to-reach location but in fact surrounded with easily accessible infrastructure.

There isn’t a need for unsightly poles or associated suspended cabling. Professional planning and co-ordinated working in laying the cables underground will ensure that any disruptive roadworks and costs will be kept to the minimum. It is a small price to pay to ensure that Barrule Park retains its environmentally and visually pleasant aspect.
