In pursuance of her powers under the above Acts and Order the **MINISTER** for Local Government and the Environment, following report by the appointed person, does hereby **APPROVE** the application by Mersey Hire Limited for Erection of a block of sixteen apartments with lower ground floor parking accessed from Esplanade Lane, Vacant Site Adjacent to 34 Castlemona Avenue, Douglas subject to compliance with the conditions specified on the attached schedule and numbered 1-5 inclusive.

## Schedule Of Conditions

### Application Ref. No. 03/01393/B On Appeal

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
2. All services must be laid underground and all soil-stacks must be constructed internally.
3. No flats may be occupied until the car-parking and access area has been completed and is available for use.
4. No work may commence until such time as there has been submitted to and approved by the Planning Committee a method statement for the construction works; this statement should be prepared in consultation with the Department of Transport.
5. This approval relates to drawing no. 02/1982/05B date-stamped 8th December 2003, no. 02/1982/06 date-stamped 30th September 2003, and no. 02/1982/07A datestamped 25th November 2003.

NOTE: The applicant's attention is drawn to the recommendations of the Disability Access Office, a copy of which is attached hereto.

NOTE: The applicant must obtain approval from the Operations Section of the Department of Transport before carrying out any work within the Highway; this requirement includes the use of the highway during the construction phase, including safety measures and provisions for pedestrian movement past the site (Tel: 686665); the developer must liaise with the Operations Section to agree the footway reconstruction specification on completion of the construction phase of the development.

NOTE: The applicant/developer is advised to contact the Environmental Health Office for application forms/advice regarding Registration of Flats.

NOTE: The applicant/developer should consult the Fire Safety Department regarding compliance with the Fire Precautions (Flats) Regulations 1996.

NOTE: For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.

NOTE: For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
