Residential on the Douglas Local Plan. Not within, but next to, the Conservation Area. 3. Proposed, in a full application, is residential dev't in the form of a 5-storey building accommodating 16 flats and 19 parking spaces. From C. Mona Ave., this would appear as a 3-storey building having accommodation in the roof space. 4. In general, we have been encouraging and approving redev't for res. use in Esplanade Lane. Manoeving may be difficult. The emergency services oppose further traffic along C. Mona Avenue. B. Environment The outlook from the site is limited, at least at lower levels, and, in the case of Esplanade Lane, poor. However, having regard to the recent designation of The Promenades Conservation Area as such, and to the general redev't of the Lane for residential purposes, and to the proximity of the Promenade and the sea, I suggest that the environment of the proposed flats would be acceptable.
