**Reserved Matters**

Addressing in numbered order from the above approval:

1. This submission is within the 2-year timescale of expiration.

2. This application contains details of siting, design, external appearance of the building, internal layout, means of access and landscaping of the site.

3. The definition of the site is unchanged from the above approval and is indicated on the Site Plan (BAL02A).

4. A geophysical survey has been carried out by Professor Mark Noel and his report is enclosed (BAL19A). Trial pitting has been undertaken by the Centre for Manx Studies to the specification agreed with Andrew Johnson at Manx National Heritage. Their report by Kate Chapman is also enclosed (BAL20A). Andrew Johnson has stated that he is satisfied that nothing of archaeological interest has been discovered by these surveys, but has requested that he is notified prior to commencement of excavation of the foundations and service trenches. The owner has agreed to make such notifications.

5. A tree survey is enclosed in this submission (BAL18A). It identifies the trees that are to be removed and gives details for protection of the remaining trees. It also contains a plan of the landscaping details and also details the vehicular access and turning arrangements.

6. A plan is included (BAL03A) demonstrating the visibility splays as specified by the Department of Transport. This will involve demolishing the existing stone gateposts, approximately 5 metres of the existing dry-stone wall and felling 3 trees. The dry-stone wall is to be reconstructed to form a deep "V" as shown, which will meet the specification of the splays and also set-back the reconstructed gateposts 5 metres from the highway, providing a vehicle waiting area for opening the gates.

7. The vehicle turning area is shown on the landscaping plan at the back of the tree Survey and Landscaping booklet (BAL18A).
8. The detail plans show the provision of a large basement garage which will park 2 vehicles. Additional parking for guest's vehicles is available on the drive.
9. No building works will be closer than 8 metres from the adjacent watercourse.

## Building Attributes

The design is modernistic, white-rendered walls softened with a deep band of timber cladding to the first floor level. The timber to be either Western Red Cedar or Siberian Larch to be left to weather naturally to silver-grey. The windows are aluminium/wood composite finished in anthracite grey. The site is heavily planted with mature trees and following the proposed tree removal, as detailed in the tree survey (BAL18A), many trees lining the boundary will remain. These along with the existing dry-stone wall will make the dwelling virtually inconspicuous from the adjacent public areas.

The design incorporates a basement to be used for garaging, workshop, plant room and store room. This will remove the requirement for any additional buildings (garage, shed etc.) on the site, hence minimising building footprint. It is not proposed to have any living accommodation in the basement.

The dwelling will be highly energy efficient, incorporating a very high level of insulation and air-tightness. The flat roof deck is to be set down below a 1 metre parapet wall on which will be located low-angle photovoltaic and solar thermal panels. These units and the roofaccess hatch, soil vent pipe, flue and satellite dish will all be hidden from external view by the parapet wall, thus maintaining clean and uncluttered lines of the building.

Other "green" technologies proposed are: Air-source heat pump, under-floor central heating, wood-burning stove, low-energy lighting, mechanical heat-recovery ventilation, triple and high-performance double glazing and A-rated appliances.

## Finished Levels

Datum is the centre of the iron inspection cover immediately outside the entrance gates to the site. This is marked as "Datum" on the Site Plan ref. no: BAL01A. The following levels are in millimetres measured from Datum.
