### Officer's Report

#### The Site

The application site represents the curtilage of Ballakinnag House, Shore Road, Ballaugh. The property is situated on the northern side of the road towards the junction with the A10. To the north of the site is the property Ballatiki.

#### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

Housing Policy 15, which states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

## Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

02/00079/A sought approval in principle to erect a dwelling with granny flat to replace existing dwelling and outbuildings. This application was permitted on review.

02/02581/B sought approval for the erection of a dwelling with linked garage and granny flat over to replace the existing dwelling and outbuildings and garage. This was approved.

### Representations

Ballaugh Commissioners have not commented on this application. The Department of Transport Highways Division does not object to this application. The owners/occupiers of the adjacent property Ballatiki, Shore Road, Ballaugh object to this application. Their concerns relate mainly to issues regarding deviations from previous planning approvals which are being dealt with by the Enforcement Officer. They also question the need for the extension and comment on the visual impact of the proposed extension.

### The Proposal

This application seeks approval for the erection of an extension to the north west side elevation. The extension would be single storey with a glazed lantern. The front elevation would have folding glazed doors and the side elevation would have two vertically proportioned windows. The extension would be finished to match the existing dwelling.

### Assessment

The proposed extension would be visible from the road. However being single storey, it is not considered that the proposal would have a dominant impact upon the surrounding area. The extension would be in-keeping with the existing dwelling in terms of use of materials.

The proposed extension would be sited to the south of the existing flat roof structure which forms part of Ballatiki. However there are no windows in the elevation facing onto the proposal site and the extension would not have windows installed to its northern elevation. It is judged that the extension would not unduly affect the amenity of Ballatiki so as to warrant the refusal of this application.

It is concluded that subject to conditions, the proposed extension is acceptable.

### Recommendation

It is recommended that the application be approved.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Ballaugh Commissioners. The Department of Transport Highways Division. The owners/occupiers of the adjacent property Ballatiki, Shore Road, Ballaugh.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the erection of an extension as shown by the plans and information SC-101, SC-103 and SC-104 submitted and date stamped 29th April 2008.

C 3. The external finishes of the extension must match those of the existing building in all respects.
