### Officer's Report

The site represents the curtilage of Eary Veg - a small, formerly agricultural holding situated up above and to the north west of West Baldwin village. The holding includes a number of fields and a large house which is in the process of refurbishment and extensions (02/0434, 02/1276 and 02/1815). Proposed in this latest application is the creation of an equestrian schooling area to the west of the lane which leads from the private road to the farm house.

The schooling area will be basically a flattened area with a series of layers to drain the area finished in dark coloured rubber and will be used for the exercising of horses. There is already an existing similar area to the north which is not apparent in the landscape.

Provided that any banking exposed through excavation to make the site flatter, is grassed, this should not be unacceptable.
