### Officer's Report

#### Site

The site represents the I curtilage of the Robinsons Building, Ballapaddag, Cooil Road, Braddan, which is a large modern detached distribution centre, located on the western side of Cooil Road.

#### Land Use Zoning

The site has been zoned under the Braddan Local Plan as being an “Open Space”, the site is not within a Conservation Area, nor is the site within an area zoned as High Landscape Value or Costal Value and Scenic Significance.

#### Planning History

The following planning applications are considered relevant in the assessment and determination of this application:-

Extend food preparation area with new kitchen - 05/00637/B – APPROVED Erection of flower packing shed - 04/02316/B – APPROVED Amendments to approved storage building (03/01703B) - 03/02018/B – APPROVED Extension to existing storage and distribution depot - 03/01703/B – APPROVED

### Proposal

The application seeks approval for the erection of a flower packaging and storage shed. The proposal would have a width of 12.6 metres, a depth of 30.8 metres and a ridge height of 5.2 metres. The roof and vertical cladding will match the existing buildings.

The Authority has received no privately written representations objecting to the application.

### Assessment / Recommendation

The proposal is a modest sized extension given the existing size of the Robinsons building. The proposal would be fairly well screened from the adjacent public highway due to the substantial 4.5 (approx) metre high Leylandii, the height of the building and as the proposal would be approximately 52 metres away from the Cooil Road.

The proposal would be apparent from the adjacent property, Eden Park Centre, however as this is a commercial activity and as the proposal would be located approximately 34 metres away from the entrance of the Eden Centre, it is not considered the proposal would have a significant impact to warrant a refusal.

The design and material of construction are considered to be in keeping with the existing building and the proposal is considered to be acceptable.

For these reasons the proposal would be appropriate in this location. Accordingly, it is recommendation the application for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the flower packing and storage shed as proposed in the submitted documents and drawings 08 – J055 00, 08 – J055 01A, 08 – J055 02A and 08 – J055 03A all received on 1st July 2008.

C 3. The external finishes of the extension must match those of the existing building in all respects.
