1. The site comprises an area of some 0.26ha fronting on to Prince’s Road, Marathon Road, and Victoria Road. The existing buildings are not Registered or within a Conservation Area.

2. A previous application (04/343) for 33 flats was refused for reasons relating to the bulk, height and proximity of the building (and also water supply – now resovled).

3. The new application is for 29 flats, and seeks to address the priovus refusal.

4. This application proposes what would appear as three buildings –
- (a) two of 3 ½ storeys, linked by a one-storey unit, fronting on to Victoria Road; and
- (b) one of 2/3 (generally) storeys fronting on to Marathon Road.

5. There would be underground parking for 61cars; 42 of these spaces would be in 21 tandem pairs.

6. Between the buildings (and over the garaging) would be garden space.

8. The impact on the street scenes would be much better because of the reduction in bulk, the separation between the blocks, and the consequent views into and between the buildings.

9. the Highway Authority is content in relation to traffic and access issues.

10. Whilst this is still a fairly intensive use of land, it works much better in terms of the impact on the immediate area, and would provide residential accommodation of a type and in a location which responds to current housing policy.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. All services including electricity and telephone where installed must be laid underground.

C 3. No flats may be occupied until the car-parking and turning area has been completed and is available for use.

C 4. The parking spaces shall be allocated such that every flat has at least one parking space.

C 5. Prior to the commencement of any works there must be submitted to and approved by the Planning Committee a method statement for the construction works; this should be prepared in consultation with the Department of Transport.

C 6. All plumbing stacks must be constructed internally.

C 7. The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority PRIOR to the commencement of works.

N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.

N 2. The applicant is advised to consult the Water Authority with regard to the Water Supply Byelaws.

N 3. The developer must obtain approval from the Operations Section of the Department of Transport before carrying out any work within the highway, (tel:686665); all such work must be in accordance with Manx Roads 2.
