### Officer's Report

#### The Site

The site represents the residential curtilage of an existing property which sits on the north western corner of the junction of Fistard Road and Clifton Road North. The property is a modest bungalow with a hipped slated roof and pitched roofed front bay windows and a central door. On the rear there is a small flat roofed annex to the left of centre.

#### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 and draft Port St. Mary Area Plan as Residential.

#### Planning History

No applications have been submitted in respect of this property.

#### The Proposal

Proposed here is the replacement of the existing rear annex with a larger extension – 4.5m by 4.5m which will accommodate a kitchen, utility room and toilet and will have a hipped slated roof to match

the existing. The extension will bring the property closer to the boundary with the property to the north east - within 0.9m but there are to be no windows in this side elevation and thus no adverse impact on those in the adjacent property.

### Representations

Department of Transport Highways and Traffic Division indicate that they have no objection to the application.

Department of Transport Drainage Division and Port St. Mary Commissioners who act on their behalf recommend that a condition is attached regarding the disposal of surface water. The application simply states "to existing" so such a condition is recommended.

### Assessment

The proposed development has no adverse visual impact and due to its position and size, does not adversely affect the amenities of those in the neighbouring property to the north east. As such, the proposal is considered to accord with the provisions of General Policy 2 of the Strategic Plan and is recommended for approval.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
