## Officer's Report

### The Application Site

1. The application site is the curtilage of a group of industrial storage buildings off Quarry Bend on the main road in Sulby, Lezayre. The site is enclosed by virtue of tall quarried rock faces and highly vegetated surroundings. The application site contains three individual buildings made mainly from painted brick and corrugated steel sheeting roofs.

### The Proposal

2. Proposed is the installation of a replacement roof to one of the three industrial units within the curtilage of the site. The existing cement fibre roof will be replaced with plasticol coated galvanised steel roof with double skin roof-lights. As part of the re-roofing works, the existing gutters and down-pipes will be replaced galvanised steel gutters and pipes.

### Planning History

3. The application site has been the subject of a number of previous planning applications, one of which is considered specifically material to the assessment of this current planning application:

90/01322/B - Erection of vehicle shed – Permitted.

### Planning Policy

4. In terms of land use designation under the Isle of Man Planning Scheme (Development Plan) Order 1982 the application site falls within a designated Plantation owned by the Isle of Man Government and an Area of High Landscape or Coastal Value and Scenic Significance.

5. The Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Environment Policy 2 states:

"The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:

- (a) the development would not harm the character and quality of the landscape; or
- (b) the location for the development is essential".

### Representations

6. There were no representations received within the statutory consultation time period.

### Assessment

7. The proposed works will not significantly alter the appearance of the application property. The works will not be readily visible from the public highway or surrounding area given the enclosed nature of the site. As such, it is not considered the proposal would adversely affect the surrounding Area of High Landscape Value and Scenic Significance or public amenity. Overall, the proposal complies with the provisions of Environment Policy 2 in the Isle of Man Strategic Plan 2007.

### Recommendation

8. It is recommended that the planning application be approved.

### Party Status

9. It is considered that the following parties that made representations to the planning application should be afforded interested party status:

The local authority, Lezayre Parish Commissioners are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered "interested persons" and as such should be afforded party status.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2.

This approval relates to the installation of a replacement roof with associated guttering and drainage pipes to storage unit, as shown in the 1:2500 scale Location Plan, 1:500 scale Site Plan, and proposed and existing photographs, all received on 1st August 2012.

I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
