### Officer's Report

#### The Application Site

1. The application site comprises a parcel of land on the northern side of the residential curtilage of 'Ballairgey House' a large dwelling in development. The application site is located to the east of the B21, in the Abbeylands area of Onchan.

#### The Proposal

2. The proposal comprises the erection of a garden store building within the application site. The proposed building a cedar boarded mono-pitched building with a basic footprint of 6.7 metres by 6.9 metres.

#### Planning History

3. The application site has been the subject of a number of previous planning applications, four of which are considered specifically material to the assessment of this current planning application:

4. Planning application 05/92398/B sought planning approval for the renovation of the original farmhouse and the conversion of a barn and outbuildings to form a single private residence with ancillary buildings. This previous planning application was approved.

5. Planning application 09/00597/B sought planning approval for the renovation of original farmhouse and conversion of a barn and outbuildings, including extensions, to form a single dwelling with ancillary buildings. This previous planning application was approved.

6. Planning application 12/00013/B sought planning approval for the erection of a building to provide stables, garage and garden store. This previous planning application was approved.

7. Planning application 12/00621/B sought planning approval for the erection of a detached building to provide garden machinery storage and a maintenance area. This previous planning application was withdrawn before any decision was made.

#### Planning Policy

8. In terms of local plan policy, application site is not designated for any site specific purpose but is located within an area of land that is classified as being of open space and Private Woodland or Parkland under the Onchan Local Plan Order 2000 (Map No. 2). There are no policies within the written statement (Planning Circular 1/2000) that accompanies the Onchan local Plan specifically material to this planning application.

9. Onchan District Commissioners recommend that the planning application be approved.

## ASSESSMENT

10. The scale of the proposed development is considered to be relatively modest and in keeping with that of the overall residential development on site. Given its size and siting within an area that benefits from significant natural screening it is considered that the proposal has little visual impact. Overall, it is concluded that the proposal does not unduly harm public amenity, private amenity, highway safety or any other obvious material planning consideration.

RECOMMENDATION

11. It is recommended that the planning application be approved.
