### Officer's Report

#### The Site

The application site is the curtilage of 2, Glen Close, Glen Maye, Patrick which is a single storey detached bungalow situated to the north east side of Glen Close.

#### The Proposal

The application seeks approval for the installation of a solar panel on the front elevation. The solar panel would measure approximately 2150mm x 1650mm and would be installed parallel with the roof slope.

#### Planning History

There are no previous planning applications for this site.

#### Development Plan Policies

The application site is in an area zoned as "Predominantly Residential Use" identified on the 1982 Development Plan. It is appropriate to consider Energy Policy 4 and the relevant points from General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

#### Consultations

Highways Division has not commented

Patrick Commissioners had no comments.

## ASSESSMENT

Given the nature of the application it is appropriate to consider the relevant points from General Policy 2 of the Strategic Plan, which will normally permit development, provided that the development:

- (c) does not affect adversely the character of the surrounding landscape or townscape;
- (g) does not affect adversely the amenity of local residents or the character of the locality

It is also appropriate to consider Energy Policy 4, which states:

Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out this Plan. Installations involving wind, water and tide power will require the submission of an EIA.

The front elevation of the bungalow is set back from the highway by approximately 15m, it is considered that the proposed solar panel would not be highly visible within the street scene, and would not significantly affect the character and appearance of the street scene or the surrounding in general.

It is judged that the environmental improvements outweigh the visual impact caused by the proposed development.

For the above reasons the application is considered to be acceptable and is recommended for approval.

## PARTY STATUS

The local authority, Patrick Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
