for the erection of a refuse pulverisation plant and the use of the remainder of the site for the disposal of the resulting material. This development proceeded, and continued until 1984. 9. In 1984, an application was made for Approval in Principle to Provision of a Refuse Baling Plant and ancillary services. Approval was granted by a Special Planning Committee, that decision being confirmed on Review in February 1985. The permission has now expired. Conclusions on Land Use 10. It can be seen that the site has been used for, or proposed for, refuse disposal of one sort or another for approx. 20 years. 11. The development now proposed would be closely associated with both the established use of the site and its designated use on the Development Plan, and would be consistent with the Local Plan in preparation. Servicing 12. The Department has submitted evidence to demonstrate that the proposed development could be (a) satisfactorily accessed; (b) satisfactorily drained; and (c) provided with sufficient supplies of water and electricity.

## 1.0 INTRODUCTION

1.1 The Village of Kirk Michael is recognised as possessing its own particular character and this must be reflected in the Village Plan which will be prepared in such a manner as to attempt to satisfy these characteristics and to meet the changing demands and needs of the Village.

1.2 The plan is intended to: a) Stimulate and encourage development where appropriate; b) to indicate land where there are opportunities for change; c) to apply national and local policies; d) to give a clear locational reference to policies for the development, change of use, or conservation of land, and to proposals for development.

1.3 The Plan has been prepared in order to illustrate the policies, proposals and recommendations which are considered to be appropriate to the future of the Village. The definitions of these terms are:-

1.4 Policies: Statements of attitudes or intentions towards existing or postulated situations which require action. These are of two types: a) Land Use Policies Policies relating to physical land use development including the management of traffic and the improvement of the environment. These are those which can be applied by the Planning Committee of the Department of Local Government and the

13. The Department has, through its consultants, presented evidence of an environmental impact assessment, and an outline of the measures which could be undertaken to ameliorate that impact.

Design

14. I have inspected incinerators and their associated facilities in both rural and urban settings, and it is apparent that a significant improvement in appearance, and thus a reduction in impact, can be achieved by the involvement in the design process of an appropriately specialized architect. The Department has accordingly produced outline planning brief for prospective tenderers, and expects the successful design team to include an architect.

Summary

15. Speaking not only as an officer of the Dept., but also as a Chartered Architect and Planner, I am confident that it could be possible to design an incinerator and its associated facilities which could be accommodated on this site without detriment to the surrounding environment. Indeed, the landscaping, land reclamation, and of course, refuse disposal facilities, should all be of positive benefit to the community.
