### Officer's Report

#### The Site

The site represents the residential curtilage of an existing property situated on the western side of Athol Street, in the heart of Port St. Mary. The curtilage of the property is the footprint - there is no rear yard or external space indicated as being within the applicant's ownership or control. The property is a dwelling with part office.

#### Planning Status

The site lies within an area of Predominantly Shopping on the Isle of Man Planning Scheme (Development Plan) Order 1982.

#### Planning History

Planning permission has been sought for the construction of a conservatory (PA 95/0225 and for the change of use of the old paint shop to office accommodation (PA 97/0132).

#### The Proposal

Proposed is the replacement of the existing front door with a new white plastic one, the replacement of the existing large shop window with a new window with glazing bars, subdividing the aperture into four, in three vertical sections, the replacement of the first floor windows with plastic framed sliding sashes with central vertical glazing bars and two new dormer windows in place of two rooflights on the front pitch.

## Representations

Port St. Mary Commissioners indicate that they have no objections to the application.

## Assessment

The property is not within an adopted Conservation Area nor is it registered. Some elements of the proposed works result in an improvement to the property- the replacement of the windows in the first floor bring unity within the front elevation and the proposed ground floor large window is visually more appropriate than the existing. The dormers are unlikely to be particularly conspicuous due to their position above eaves level within a streetscene of a narrow town road. The proposed front door is disappointing in plastic, but not unusual within the streetscene which has a number of properties which have plastic windows and doors within it.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
