### Officer's Report

#### The Site

The application site represents the curtilage of 6-8 Michael Street, Peel. The property is situated on the southern side of the street.

#### The Proposal

This application seeks approval for the erection of illuminated signage to the front elevation. The signage would consist of individually cut stand off Perspex lettering fixed to a painted plywood backboard. A strip light would be fitted above to illuminate the sign.

#### Planning Status

The application site is located within an area identified as being within an area of Mixed use by the Peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered relevant:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

Environmental Policy 37, which states:

"As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals."

### Planning History

The following previous planning application is considered relevant in the assessment and determination of this application: 87/00908/B Use of premises as shop with new shopfront. This was approved. 08/02061/B Demolition of single storey extension and alterations to rear elevation. This was approved. 08/02063/B Installation of a replacement shopfront. This was approved.

### Representations

The Department of Transport Highways Division does not oppose this application. Peel Town Commissioners recommend that this application be approved. Mr Crookall MHK has requested that he be kept informed of this and all other applications in the Peel area.

### Assessment

The main issues to be considered in the assessment of this application is whether the proposed development would preserve or enhance the Conservation Area and whether the signage proposed would be a suitable addition to the street scene.

The proposed signage, being individually cut letters on a timber back board is considered to be an acceptable design which would be sympathetic to the street scene and the wider Conservation Area context. The lighting would be an improvement over the existing lighting and would comply with Environmental Policy 37.

It is judged that the proposed development would represent an improvement to the built fabric of the Conservation Area.

### Recommendation

Permit.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Department of Transport Highways Division.

Peel Town Commissioners.

Accordingly the following parties are not granted Interested Party Status:

#### C 1.

a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.

#### C 2.

This approval relates to the erection of illuminated signage, 6-8 Michael Street Peel, as shown by the plans 162206P01 and 162206P08 both received 5th December 2009.
