### Officer's Report

#### The Site

The site represents the curtilage of the former Lancashire Hotel - a substantial building situated on the north western side of the A5 Castletown Road as it passes through Newtown. The building is situated in a car park which extends around to the south west and to the rear of the site and there is made up land to the rear of this which extends towards the sewage treatment works which is accessed via Newtown estate to the north of the application site.

The former hotel has not been used either as an hotel or public house for several years and has been used as a nursery before being closed completely.

#### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Existing Predominantly Residential.

### The Proposal

Proposed now is the use of the building as a youth centre on a temporary basis for up to 12 months. The building would be used twice a week (probably Thursday and Friday evenings) for up to 30 teenagers and/or young adults and between 7-9.30pm. No changes are proposed to the building, only the use of the ground floor. The applicant works for the Living Hope Community Church and the use would be in association with the existing Port St. Mary and Douglas operations.

### Representations

Department of Transport Highways and Transport Division indicate that they do not oppose the application providing that "all vehicles associated with" with no further clarification. It is assumed that this is intended to mean that all vehicles associated with the proposed use must be contained within the site. There is little opportunity for safely and legitimately parking on the highway in the vicinity of the site and there is a significant area in which vehicles associated with the proposed use may park within the site.

### Assessment

The proposed use is not dissimilar to the nursery use which has permission and will provide a facility which is not within a heavily populated residential area and with ample car parking but close to a principal traffic route. The proposed use is considered to be an acceptable use of a presently redundant building which is on a principal traffic route and whose maintenance and upkeep contributes to the public amenity as the building is a prominent one and easily seen within the streetscene.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
