### Reason(S) For Refusal:

1. The proposed dwelling, by reason of its height, mass, design and positioning would appear as an incongruous and obtrusive form of development, forming an excessively hard boundary to the edge of the urban area to the detriment of the visual amenities of the landscape contrary to General Policy 2 of the Isle of Man Strategic Plan 2007.

This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.
