### Officer's Report

#### The Site

The site represents the residential curtilage of an existing terraced property which lies towards the southern side of Lime Street, backing onto the harbour. The property is a traditional cottage with dashed render on the front and a split stone front wall.

#### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 and the draft Area Plan of 2001 as Existing Predominantly Residential.

#### Planning History

Planning permission was sought and granted for the erection of a garage to the rear of the application property under PA 95/1497. Alterations were permitted to combine numbers 19 and 20 under PA 08/0334 and further alterations and extensions permitted under PA 08/1057.

#### The Proposal

Proposed here is the removal of the dash and its replacement with smooth painted render and the replacement of the stone walling at the front of the site and its replacement with smooth rendered walling of a similar height with gate posts to match the existing on the boundary.

#### Representations

Port St. Mary Commissioners and Department of Transport Highways and Traffic Division indicate that they have no objections to the application.

## Assessment

The removal of the dashed render and its replacement with smooth painted render will be a significant improvement of the appearance of the property and the replacement of the front walling, some of which would not require planning permission as it is below 1m in height, will also improve the character of the property and that of the area in general.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
