### Officer's Report

#### The Site

The site represents the curtilage of the public toilets situated on the western side of Bridson Street alongside the bus stop and accommodating a shelter between the toilets in each end of the building. The building is a modest and basic one with pitched and flat roofing. There are no facilities for disabled persons and the shelter is not accessible to wheelchair users due to the step up into the shelter.

#### Planning Status

The site lies within an area designated on the Port Erin Local Plan as Mixed Use.

#### Planning History

No planning applications have been submitted in respect of this site.

#### The Proposal

Proposed is the installation of a ramp with railings to provide a level access to the shelter and an extension on the southern side of the building to accommodate disabled person's facilities with a side access door. The extension will form a lean-to annex to the existing structure.

## Representations

Manx Electricity Authority recommend that there are existing electricity supplies in the area and the applicant is advised to discuss this with the Manx Electricity Authority. This is a matter for the contractor on site and should not be referred to in the planning decision notice.

Department of Transport Highways and Traffic Division and Port Erin Commissioners indicate that they have no objection to the application.

## Assessment

The proposed changes will have a minimal impact on the appearance of the building and greater accessibility to the facilities is to be welcomed.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The Manx Electricity Authority raise issues regarding working practices around existing supplies, which are not material planning considerations and as such the MEA should not be afforded party status in this instance.
