### Officer's Report

#### The Site

The site represents the curtilage of Santon Church which lies on the western side of the cul de sac which leads south from the A25 Old Castletown Road ultimately to Arragon Mooar and Arragon Veg. The site accommodates only the church building which is a simple, symmetrical building which has a slate canopy beside the front door and a brick lean-to boiler house beside this adjoining the church building.

#### Planning Status

The site lies within an area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982. The Church is a Registered Building (RB15).

#### Planning History

No planning applications have been submitted in respect of this property.

#### The Proposal

Proposed is the removal of the boiler house structure. This requires planning permission as the building is attached to another structure which is not also being demolished. Care will be taken during the works to avoid damage to the gravestones which are close by and the wall of the church will be made good thereafter.

## Assessment

The removal of the boiler house will enhance the appearance and character of the building in accordance with the requirements of Planning Policy Statement 1/01 and Environment Policy 32 of the Strategic Plan.

## Conservation Officer'S Supplemenatary Report:

As St Sanctain's Church, Church Road, Santon is a Registered Building (RB 015), the content of this application has been considered with particular regard to Policy RB/5 Alterations and Extensions to a Registered Building as set out in Planning Policy Statement 1/01 - Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

Proposed is the removal of lean-to brick boiler house structure adjacent to the West, entrance end of the church. A new gas boiler will be internally located on the first floor of the church immediately adjacent to the location of the old boiler house. The boiler will vent through the wall via a balanced flue outlet.

In considering an application on a Registered Building it is necessary to consider whether the proposals preserve or enhance the character of that Registered Building. In this application, the removal of the brick boiler house is considered to enhance the character of the Registered Building as the original, simple plan form will be clear again. The impact of the installation of the gas fired boiler on the first floor will by minimal as indeed will be the impact of the balanced flue terminus on the external elevation of the building.

In conclusion, the removal of the brick boiler house and subsequent installation of the gas fired boiler will represent an enhancement to this Registered Building and is therefore acceptable.

## Recommendation:

Recommend approval of this application.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 2. This permission relates to the removal of the boiler house as shown in drawing 100.1.08 and the site and location plans all received on 28th November, 2008 together with the making good of the church wall thereafter.

PRIOR to the commencement of any building works, a photographic survey must be undertaken to record all existing internal and external features of interest and provided for approval by the Planning Authority. Such a record to be prepared in consultation with the Conservation Officer of the Department
