### Officer's Report

Site

The site represents the residential curtilage of 64A Harbour Road, Onchan, which is a two storey semi-detached property which forms an apartment. The site is located on the western side of Harbour Road.

Land Use Zoning / Planning Policy

The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "predominately residential"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance.

Planning History

There are no previous planning applications which are considered relevant in the assessment and determination of this application.

Proposal

The application seeks approval for the creation of a first floor window to the rear elevation.

The Authority has received no privately written representations objecting to the application.

Assessment / Recommendation

The proposal will result in more potential overlooking, especially towards the rear garden/area of 9 King Edward Park. Initially, there was concern that the proposal would lead to overlooking within the neighbouring property, given the directly facing rear window (see photograph). However, after visiting the site it became apparent this would not occur as the rear window of the neighbouring property is obscure glazed.

Overall, whilst the proposal would give raise to some overlooking, it is considered, given the properties existing rear fenestration (lounge/bathroom windows), the proposal would not be introducing significantly more overlooking due to the existing windows, but also as the bedroom is not regarded as a primary habitable room, unlike the lounge/kitchen.

It is therefore considered the proposal would be acceptable for the reasons given previously within this report. Accordingly, the proposal would be appropriate in this location and therefore the application is recommended for an approval
