## Planning Report And Recommendations [Table omitted in markdown export] ### The Site The site represents the residential curtilage of Dunluce, an existing dwelling situated on the eastern side of Ballure Road, to the north of he electric railway crossing and to the immediate south of an existing dwelling, Seafield. Dunluce is a detached property with a roadway which leads from Ballure Road to Ballure Promenade alongside the northern boundary of the site. The property is a handsome building with steeply pitched roof, substantial chimneys, slim vertically proportioned windows with arched heads and corresponding mouldings above and a rather unfortunate lean-to sun room on the south western elevation which has a corrugated sheeted roof, rendered walling with sections of split stone and large, square lights. ### Planning Status The site lies within an area designated on the Ramsey Local Plan of 1999 as Residential. The building is also Registered (RB 215). ### Planning History Planning permission has been sought for the erection of a detached garage and creation of vehicular access under PA 98/1334. Planning and Registered Building permission was sought and granted for the erection of a satellite dish under PAs 07/0574 and 0575. ## The Proposal Now proposed is the erection of a conservatory on the roadside (south western) elevation, replacing the unfortunate existing sun room. The new structure would be predominantly glass in a plastic frame with rendered dwarf walls beaneat with a higher apex than the existing and more steeply pitched roof. ### Representations Ramsey Town Commissioners indicate that they have no objections to the application. ### Assessment Any proposal for works to a Registered Building may not adversely affect its character as a building of special architectural or historic interest under the provisions of Environment Policy 32. In this case, the proposal will result in the removal of a part of the building which is modern and unsympathetic and its replacement with a more appropriately styled and proportioned structure. The proposal would be enhanced if the frame were made in timber rather than plastic, but the proposal as it stands still represents an enhancement of the property and as such should be permitted. ### Party Status The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status. ### Recommendation Recommended Decision: Permitted Date of Recommendation: 31.10 .2008
