## Planning statement on behalf of the Department of Local Government and the Environment.

### PA 08/01746/C - Change of use of hangar for the display and restoration of vintage vehicles with refreshment facilities. Hangar 230, Jurby Industrial Estate, Jurby.

#### The Application Site And Proposed Development

The application site comprises of Hangar 230 and adjoining compound that is located within Jurby Industrial Estate, Jurby.

The planning application seeks approval for the use of the hangar and compound for the display and restoration of vintage vehicles with associated refreshment facilities.

#### Planning History

Whilst the application site and surrounding area has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.

#### Planning Policy

In terms of land use planning the application site is located within land that is designated as airfield under the 1982 Development Plan Order. It is also located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance under the 1982 Development Plan Order.

In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.

#### Assessment

The planning application seeks approval for the use of the hangar and compound for the display and restoration of vintage vehicles. The application states that the building, which will have associated internal refreshment facilities, will be open at weekends and on public holidays.

In terms of the proposed use it is considered that the proposal is unlikely to cause undue harm to the amenity of the surrounding area. Given that the use relates to a hangar and adjoining compound the visual impact of the use is also suitably limited. The refreshment element of the proposed use is considered ancillary to the overall proposed use of the hangar and adjoining compound. As such it is concluded that there is little adverse harm arising from the proposed use and it is recommended that the planning application be approved subject to the following conditions:

1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
2. This approval relates to the use of the hangar and adjoining compound, as defined by the red line on the 1:2500 location plan date stamped the 10th September 2008, for the display and restoration of vehicles.
