### Officer's Report

#### The Site

The application site represents the curtilage of the Centenary Centre, Atholl Street, Peel. The building is situated on the south eastern side of the road and is immediately adjacent to the Atholl Street entrance to St German’s Cathedral. The Centenary Centre is set back from the curb and is formed of two distinct sections, the main hall which is two storey, and a subordinate, one and a half storey section. The building is traditional in design having arch headed windows and decorative façade treatments.

#### Planning Status

The application site is located within an area identified as being Mixed use by the peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered to be relevant in the assessment and determination of this application:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

03/00668/B sought approval for the erection of an extension to provide toilet facilities. This was approved.

### Representations

The Department of Transport Highways Division does not object to this application. Peel Town Commissioners recommend that this application be approved. Mr Crookall MHK has requested that he be kept informed of the outcome of this and all Peel planning applications.

### The Proposal

This application seeks approval for the erection of an extension to the front elevation of the building to provide a reception area. The proposal also includes an ramped access to provide for disabled users of the Centenary Centre.

### Assessment

The main issues to be considered in the assessment of this application are whether the proposed extension would be appropriate to the existing building and as such would preserve or enhance the character or appearance of the Conservation Area.

In terms of the existing building, it is judged that the proposed extension has been designed so as to respect the scale, form and massing of the existing building, using appropriate design features such as arch headed windows and vertical columns seen on the existing building. The extension would appear subordinate to the main core of the building and its projection towards the pavement is not considered to be incongruous or damaging to the streetscene. The provision of an access ramp would represent a marked improvement over the existing access arrangements to the building.

It is judged that the extension would improve the appearance of the building and would therefore represent an enhancement to the Peel Conservation Area in accordance with Environmental Policy 35.

### Recommendation

It is recommended that the application be permitted.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Department of Transport Highways Division does not object to this application.

Peel Town Commissioners recommend that this application be approved.

Accordingly the following parties are not granted Interested Party Status:
