### Officer's Report

#### The Site

The application site represents the curtilage of Close Mooar, Glen Darragh Road, Glen Vine. The property is a detached two-storey dwelling located on the Western side of Glen Darragh Road.

#### Planning Status

The site is located within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance. The site is not within a Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically category c) 'Buildings erected before 1921 and not falling within categories a) or b), which have largely retained their original character'. Policy 7 ii) 'Buildings in a rural setting' states:

"In an individual building, or group of buildings whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable, or the existing windows are not originals, the preference will be for replacement windows in the said principle elevations to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.

Windows not part of the principle elevations and which are not readily visible from the public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in their construction."

## Planning History

There have been no previous planning applications considered relevant in the assessment and determination of this application.

### Representations

Marown Parish Commissioners have indicated no objection to this planning application. The Department of Transport Highways Division have indicated no objection to this planning application.

We have received no privately written representations in relation to this planning application.

### The Proposal

The application seeks approval for the replacement of all existing timber windows and porch with white PVC windows to match the existing.

### Assessment

Planning Circular 1/98 states that the replacement windows on a property of this age should preferably have the same method of opening as the originals and must have the same or similar pattern and section of glazing bars as the originals. In this instance the proposed windows do match the existing with regards to methods of opening and glazing bar patterns. Planning Circular 1/98 does not require that the original material is used in replacements and therefore PVC is judged to be an acceptable material.

### Recommendation

It is recommended that the application be permitted.

This permission relates to the installation of replacement windows as shown in location plans 01284/1, 01284/2 and photographs submitted and date stamped 3rd July 2008.

The replacement windows and porch must match the existing in terms of methods of opening and glazing bar patterns.
