### Officer's Report

#### The Site

The site represents the curtilage of an existing dwelling situated on the north western side of Victoria Road. The property is a semi-detached three storey Victorian property with its original sliding sash windows including a round-headed dormer windows on the second floor of the front elevation and curved headed windows on the first floor and flat headed windows on the ground floor with a two storey bay to the left of the front door. The property is one of a terrace of three with the other two properties projecting further forward that the application building. The property has a pitched slated roof and a chimney on each end of the roof.

#### Planning Status

The site lies within an area designated on the Castletown Local Plan of 1991 and the draft Area Plan of 2001 as Residential and within Castletown's Conservation Area.

#### Planning History

Planning permission was granted for alterations, erection of extensions and a detached garage and access under PA 08/0961.

#### The Proposal

Proposed now is the installation of a solar panel. This will be 1.4m by 4m fitted to the front pitch of the roof. No depth of the panel is given - the illustration shows a panel 97mm thick and the photograph shows a slim panel.

### Assessment

The panel will be visible from the public highway but its slim profile will result in a limited impact, the environmental benefit of which will outweigh any visual impact. The property has a projecting bay which will partially screen the view of the panel.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
