### Officer's Report

#### The Site

The application site represents the curtilage of Ballamenagh Cottage, Handleys Cottage, Michael. The property is located on the eastern side of the A3 and is elevated above road level.

#### The Proposal

This application seeks approval for alterations and extensions to the property in the form of a single storey lean-to extension to the rear and a small single storey extension in place of an existing conservatory.

#### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

Housing Policy 15, which states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

## Planning History

The following previous planning application is considered relevant in the assessment and determination of this application:

PA 89/01470 sought approval for the construction of a conservatory. This was approved.

### Representations

The Department of Transport Highways Division does not oppose this application. Michael Commissioners do not object to this application. We have received no privately written representations in relation to this planning application.

### Assessment

The proposed extensions are considered to be of a sympathetic design that would be in-keeping with the existing dwelling, respecting the proportion, form and appearance of the traditional property in accordance with Housing Policy 15.

In terms of floor area, the proposed extensions would be approximately  larger than the existing property and as such it is considered that the proposal complies with Housing Policy 15 in this respect.

There are no adjacent residential properties that could be affected by the development and as such it is concluded that public and private amenity would be preserved by this proposal.

### Recommendation

It is recommended that the application be permitted.

C 2. This approval relates to the alteration and erection of extensions to Ballamenagh Cottage, Handleys Corner, Kirk Michael as shown by the plan MB/1/08 and Completed Checklist submitted and date stamped 16th July 2008.

C 3. The external finishes of the extensions must match those of the existing building in all respects.
