SUPPORTING STATEMENT

### 0801405

The Department of Local Government and the Environment (DoLGE) will be introducing kerbside collection of recyclable materials in October 2008. This scheme will require a facility for the bulking-up and transfer of these recyclables. A temporary facility will be established and used for approx three years. SITA (Waste) Isle of Man Ltd wishes to operate this temporary facility, utilising the additional space available in the Energy from Waste Facility's reception hall.

SITA have been advised by the Planning Section that the proposed use will require a variation of an existing condition or sub-clause "The planning approval and conditions for the Energy From Waste Facility are set out by the Braddan (Middle Farm) Planning Scheme Order 1998. Condition no. 5 of Article 5. (Operation of the plan)t states "No waste shall be delivered to the site except waste for the treatment of which the plant is designed." Condition no. 5 of Article 5 has previously been amended to allow the bulking-up and transfer of recyclable paper, and the temporary storage of hazardous wastes.

The operation will involve:

- The delivery, storing, bulking-up and loading for export of glass, paper, plastics and metal cans
- Delivery of segregated recyclables, approx 6 loads per week day
- Storage of recyclables in 'bays'
- Bulking-up and bailing of recyclables in a horizontal baler
- Mechanical sorting of metal cans
- The use of forklift / telehandler

A similar operation currently occurs in the EfW reception hall. Paper collected from recycling banks is currently bulked-up for transfer (this recyclable stream is also manually sorted).

The operation will be confined to the EfW reception hall. No wastes or recyclable materials will be stored outside the building.

Additional plant needed for this operation include a baler and can-sorter.

The bays will be constructed with a product called 'Alphablock' Walling System. These interlocking precast concrete walls are widely used for the storage of bulk solids including recyclables.

There will be no external alterations to the building. Fire hose reels and site utilities will be internally relocated where necessary.

One additional dedicated member of staff will be responsible for the operation of the recyclables process.

SITA are also applying for an amendment to the Waste Licence to allow the proposed operation to take place at the EfW. SITA have consulted the EPU, who have advised they are prepared to consider an application to amend SITA's waste licence, subject to planning permission.

The submitted site plan (ref DAL/REC1206X) shows the bays highlighted yellow and the extent of the reception hall in red.
