### Officer's Report

#### Site

The site represents the curtilage of Cronk Garrow, Hillberry Road, Onchan, which is a single storey detached property located on the northern side of Hillberry Road.

#### Land Use Zoning / Planning Policy

The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "predominately residential"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance.

## Planning History

The previous planning applications are considered relevant in the assessment and determination of this application:

### Proposal

The application seeks approval for alterations and extensions. The largest of the extensions would be the side extension to the eastern elevation, which would have a width of 6.5 metres, a depth of 9.2 metres and a ridge height of 5.8 metres. The extension would result in a double garage, utility room and living accommodation within the roof space. The application also includes a single storey side extension to the western elevation, a width of 3.1 metres, a depth of 6.7 metres and a maximum height of 4.8 metres. Other proposals include the installation of two dormer windows to the front elevation and a dormer window to the eastern elevation.

The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Authority has received no privately written representations objecting to the application.

### Assessment / recommendation

Dealing with the single storey extension to the western elevation, it is not considered the proposal would result in any adverse impacts upon the neighbouring property given the existing boundary treatment (1.5m high wall with a 0.3 metre high trellis fence above and in part a number of 2m high bushes) along the western elevation of the boundary, the size, and the height of the proposed extension.

The adjacent property to the east of the application site is the "Beehive Kindergarden", which is not a residential property. The extension to the eastern elevation would have the potential for the biggest impact upon the adjacent property. However, it is considered due to the extension position in relation to the neighbouring property, the size/height of the extension, the distance between the two properties (minimum 11 metres) and due to the existing boundary treatment (1.5 metre grass bank & mature trees) along the eastern boundary of the site, the proposed extension would not have an adverse impact upon the neighbouring property.

The dormers to the front elevation will change the appearance of the property; however, the type of dormer proposed is common in this locality due to similar types of dormers in neighbouring properties. Notwithstanding this it is considered the design of the dormers would still be in keeping with the existing property. Additionally, the designs of the extensions are considered to be appropriate for the existing dwelling. For these reasons it is considered the proposals would be in keeping with the property and that of the street scene.

The Highway Division have no objection; it is therefore considered the proposal would have no impacts upon highway safety, especially as the existing layout provides at least two off road car parking spaces within the curtilage of the site.

For this reason the proposals would be appropriate in these locations and therefore the application is recommended is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the extension as proposed in the submitted documents and drawings 4216-LP, 4216-SP, 4216-1 and 4216-2 all received on 23rd July 2008.
