## THE APPLICATION SITE AND PROPOSED DEVELOPMENT

The application site comprises of a parcel of land that is located within the All Saints Park development in Lonan.

The proposed development comprises of the erection of a prefabricated sales office, the construction of a car park for 4 cars and the provision of a sales board.

## PLANNING HISTORY

The application site and surrounding area has been the subject of a number of previous planning applications and has extant planning approval for the erection of 29 dwellings through planning application 07/02153/B.

REPRESENTATIONS

Lonan Parish Commissioners recommend that the planning application be approved subject to condition that it is removed from the site as soon as the need for it expires.

The Department of Transport Drainage Division do not oppose the planning application. The Manx Electricity Authority expresses an interest in the planning application. PLANNING POLICY

In terms of local plan policy, the application site is located within a wider area of land that is designated as proposed residential use under the Laxey and Lonan Area Plan. There are no policies within the plan that are considered specifically material to the assessment of this current planning application.

In terms of strategic plan policy, the Isle of Man Strategic Plan contains two policies that are considered specifically material to the assessment of this current planning application:

General Policy 2
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
- (a) is in accordance with the design brief in the Area Plan where there is such a brief;
- (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
- (c) does not affect adversely the character of the surrounding landscape or townscape;
- (d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses;
- (e) does not affect adversely public views of the sea;
- (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks;
- (g) does not affect adversely the amenity of local residents or the character of the locality;
- (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;
- (i) does not have an unacceptable effect on road safety or traffic flows on the local highways;
- (j) can be provided with all necessary services;
- (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan;
- (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding;
- (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and
- (n) is designed having due regard to best practice in reducing energy consumption."

General Policy 6 is also considered relevant:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
- (a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
- (b) are in keeping with and do not detract from the surrounding area; and
- (c) are located so as not to cause a highway safety hazard".

## Assessment

The planning application seeks approval for the erection of a prefabricated sales office, the construction of a car park for 4 cars and the provision of a sales board. The development is associated to the residential development of 29 dwellings permitted through planning application 07/02153/B.

It is not unusual for development of the type proposed to be associated to the construction and sale of housing estates. The impact of the proposal is limited by the temporary nature of the proposed development and is considered to be relatively unobjectionable.

It is recommended that the planning application be approved subject to a condition that limits the placement of the development.

C 2. This approval, which relates to the provision of a sales office, car park and sales board as shown in drawing no. 007/007 date stamped 25th July 2008, is valid for a period of four years from the date of the approval or until the sale of the final dwelling within residential development on the adjoining land that is permitted by planning application , whichever is the sooner. After that time the development must be removed from the application site and the land returned to its original state.
