### Officer's Report

#### The Site

The site represents the curtilage of the southern swimming pool which is situated on the south western side of Arbory Road opposite the Buchan School. The site accommodates the swimming pool and associated facilities and the parking and access which is from the entrance to Castle Rushen High School. Planning permission has recently been granted for alterations to the facility (see below).

#### Planning Status

The site is designated as part of the Education zone focussing on the adjacent secondary school on the draft Castletown Area Plan of 2001.

Planning permission has been sought for the following developments on the swimming pool and school sites: PA 90/04099/B - Extension to form managers office and cafe area, Southern Swimming Pool, Arbory Street, Castletown - Permitted PA 00/00866/B - Extension of access road and creation of gas storage compound - permitted

PA 00/00978/B - Alterations to library and new entrance lobby - Permitted PA 02/0947 - Erection of satellite dish - Permitted PA 02/01214/B - Location of two portacabin storage units - Permitted PA 03/01308/B - Continued approval for the siting of a portacabin in association with synthetic pitch - Permitted PA 05/00063/B - Alterations to existing classroom to form office accommodation - Permitted

### The Proposal

Proposed now is the application of signage on the building. This takes the form of lettering - "Southern Swimming Pool" with "loughan snaue jiass" beneath, all 100mm high in perspex.

### Assessment

The lettering is functional and not intrusive and will assist those trying to find the main entrance to the facility, all visible from the main road.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
