### Officer's Report

#### The Site

The application site represents the curtilage of the detached property Ballacurn Mooar Farm, Ballacurn Road, Ballaugh. The property is set in an isolated location with no nearby neighbouring properties. The building is traditional in style although there have been more modern features added such as a PVC conservatory and a flat roof dormer to the rear elevation.

#### Planning Status

The application site is located within an area identified as being High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

Housing Policy 15, which states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property.

Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).

### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

05/92405/B sought approval to demolish the single storey glazed structure and construct a two storey extension to the rear elevation. This was approved.

### Representations

The Department of Transport Highways Division does not object to this application. Ballaugh Parish Commissioners do not object to this application. The Isle of Man Fire and Rescue Service comment on this application in relation to Building Control issues. We have received no privately written representations in relation to this planning application.

### The Proposal

This application seeks approval for alterations and the erection of an extension to the rear elevation of the property. The works would consist of the removal of an existing PVC conservatory and the erection of a two story “orangery”. This would contain a lift for the use of the applicants.

### Assessment

As stated earlier in this report, the property is relatively isolated, with no close neighbours. Views of the property are distant and the proposed extension would result in a modest additional impact when compared to the existing property.

The orangery is well designed, and whilst not a particularly traditional feature of a Manx cottage, the extension would appear from most vantage points as a large lantern light. The roof of the structure would be lower than the ridge of the main house and as such would not appear dominant in terms of height.

It is concluded that the addition of the proposed extension would not adversely affect the existing property or the surrounding area. The design is sympathetic in terms of proportion and scale whilst allowing for improved access for the applicants. It is considered that the proposed development is acceptable and accordingly it is recommended that this application be approved.

### Recommendation

It is recommended that the application be approved.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

- The Department of Transport Highways Division
- Ballaugh Parish Commissioners

Accordingly the following parties are not granted Interested Party Status:

- The Isle of Man Fire and Rescue Service
