Planning Application, 141 Royal Avenue, Onchan

I write in support of a new application for approval in principle for the erection of a new dwelling at the above address as outlined in the accompanying site plan dated 3rd April 2008 referenced KH1.

This site has been subject to previous application referenced 07/01705/A which was refused on 27th November 2007. I hope that in amending the planned layout of the site and by providing a little more detail that this new application will be considered more favourably.

To ensure that there is no adverse impact on current parking or traffic flow on Royal Avenue the proposed development would create two new openings for vehicular access. A new drive on the northern boundary of the site will service the existing property at the rear of the plot. The new dwelling will be accessed by the creation of a new in and out drive as shown on the accompanying plan, this would provide sufficient off road parking for two vehicles. The property will be approximately 15 metres (49 feet) wide and will incorporate an integral double garage providing another two on site parking spaces, making four spaces in total.

There are a number of trees on the site as indicated in the attached plan, they are of varying species and sizes, up to 50ft, which are we believe out of context in a residential garden. This view is also shared by the Senior Forester at DAFF as shown in his letter to your department dated 15th January 2008 a copy of which is enclosed for reference. I therefore contend that the trees on site which impact on the proposed development should be removed and should not be held as cause for the refusal of this application.

There may be concern that the amenity of one or both dwellings may be adversely impacted by the proposed development. A number of measures are to be taken to counteract this issue; it is proposed the new dwelling be situated no closer than 21.5 metres (70 feet) to the existing property. The

dividing boundary will be set 12.2 metres ( 40 feet) from the existing property which would provide ample space for a front garden whilst also retaining the existing turning area for vehicles to the front of the property. All boundaries beyond the building line of the proposed new dwelling will have a timber panel fence erected of no less than 2 metres in height. The existing hedge lining the current driveway will be re-planted along the fence dividing the two properties, facing the existing property which will form its new front boundary. This will ensure that the current property retains a pleasant outlook which is similar to that which exists now albeit it closer to the property.

As a comparison the adjoining property at 139 Royal Avenue (plan referenced KH2) is in a similar situation to the proposed new development in relation to its adjoining property to its rear, which is located in Kerracoar Close. The distances between the properties are very similar and the location of the boundaries between the two is similar to the proposed development. I accept that this is a "back to back" layout and this application is proposing a "front to back" layout, however I feel that the distance between the properties, the proposed fencing and hedging to the adjoining boundary enable both properties to retain their respective privacy whilst also providing sufficient outside space to each enjoy an ample garden.

I trust you will find this information helpful by giving you a more complete picture of the development and hope I have demonstrated that a new dwelling is feasible on this site. Having considered this application I hope that you will feel able to make a favourable recommendation to the Planning Committee.
