### Officer's Report

#### The Site

The application site represents the curtilage of 22 Market Street, Peel, a mid terraced property located on the eastern side of the street.

#### Planning Status

The application site is located within an area identified as being Mixed Use by the Peel Local Plan (Planning Circular 6/89) and is also with the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan, the following policy is considered relevant to the consideration and determination of this application:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

## Planning History

There are no previous planning applications considered relevant in the assessment and determination of this application.

## Representations

The Department of Transport Highways Division has not commented on this application. Peel Town Commissioners recommend that this application is approved. We have received no privately written representations in relation to this planning application.

## The Proposal

This application seeks approval for the installation of replacement windows and doors to the property. The existing windows are timber casement windows (not original) and the existing front door is timber although this is also not the original door. It is proposed to install PVC sliding sash windows and a PVC front door as shown on page 26 of the submitted brochure.

## Assessment

The existing windows are not original and do not replicate the original method of opening which would have been sliding sash. It is considered that the proposed replacement windows would represent an improvement to the character of the Conservation Area.

The proposed front door, whilst being of PVC construction, has little glazing and is considered to be more appropriate to the property than the existing door. The rear door is not visible from the public thoroughfare and as such it is considered that the proposed replacement is acceptable.

In conclusion, it is considered that the proposed replacement windows and doors would enhance the existing property and the Conservation Area setting.

## Recommendation

It is recommended that the application be approved.
