### Officer's Report

Site

The site represents the curtilage of the Lloyds TSB Bank, 71 Parliament Street, Ramsey, which is part of a row of terraced properties located on the southern side of Parliament Street, which is within the centre of Ramsey Town Centre.

Land Use Zoning / Planning Policy

The dwelling has been zoned under the Ramsey Local Plan Order 1998 as being within a ‘Mixed Use’ (town centre); the site is also within a Conservation Area.

Planning History

There are no previous planning applications which are considered relevant in the assessment and determination of this application.

Proposal

The application seeks approval for the conversion of garage to provide additional storage area.

### Representations

Highways Division have opposed the application on the following grounds:-
The development will remove all off street parking from the site.

The Authority has received no privately written representations objecting to the application.

### Assessment / Recommendation

The Highway Division have objected to the application on the grounds that the proposal would result in an off street parking provision. However, the parking space is only 4.5 metres in length which is short of the required 4.8 metres. Additionally, if a vehicle where to park in the space, the vehicle would possibly overhang the public pavement. Also, as the garage doors are not an “up and over” door design, but doors which open inwards, it would not be possible to close the doors if a car was parked in this space. Overall, it is consider that the scheme would not result a significant loss of off street parking of the site, particularly as the site is within Ramsey Town Centre and therefore close to a number of car parks, on-street parking and a few minutes walk from the Ramsey Bus Station which has links throughout the Island.

For these reasons the proposal would be appropriate in this location and therefore the application is recommended is for an approval.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

#### C 2.

This approval relates to the conversion of the garage to a store as proposed in the submitted documents and drawings 00692/1, 00692/2, 0001, 1001 REV A, 1101 REV A and 0101 all received on 2nd April 2008.
